Similar problem has been detected: Upgraded from Fedora 27 to 28 after 1 year an 7 months of not using the laptop. Then Upgraded to Fedora 30, as a warning message came up in software updates saying "Fedora 28 ist not supported anymore." After the Upgrade, System language changed to a mixture of german and english (was set to german before the upgrade to Fedora 28). Since upgrading to F31 I have not seen this crash. It used to happen on a regular basis with F30.
