Description of problem:
3 master/3 compute cluster requested in us-west-2 region. Install succeeded, but only 5 instances/nodes were ultimately created. Investigated and found that machineconfigpool for workers was set to '2'.


How reproducible:
Unknown

Steps to Reproduce:
1. This was simply a clean install to us-west-2 with 3 compute requested.

5 nodes created

Expected results:
6 nodes created
