Description of problem:

Currently, the /var/log/insights-client/ directory has below permissions: 

# ls -ld /var/log/insights-client/
drwxrwxr-x+ 2 root root 120 Mar 25 03:35 /var/log/insights-client/

usually, application logs have permissions like: 640 

# ll -ld /var/log/squid/ /var/log/tomcat/ /var/log/foreman/ /var/log/foreman-installer/
drwxr-x---. 3 foreman foreman 4096 Mar 24 03:32 /var/log/foreman/
drwxr-x---. 2 root    root    4096 Mar 11 05:21 /var/log/foreman-installer/

The customer expects that the insights-client log directory and all log files under it should also have 640 permissions.
