Description of problem:

When accessing Virtual machine from cockpit interface there is only Ctrl+Alt+Del option with send key.
Need functionality to send CTRL+ALT+F1 to CTRL+ALT+F8 options using cockpit interface. 
Virt-manager is showing all send key options but the cockpit is having only Ctrl+Alt+Del option.

How reproducible:

100% 

Steps to Reproduce:
1. Access virtual machine from cockpit interface.
2. Check the option of "send key" in cockpit. 

Actual results:

Only Ctrl+Alt+Del option is available using send key. 

Expected results:

Need all CTRL+ALT+F# commands in th 'Send key' drop down menu.

Being developed in https://github.com/cockpit-project/cockpit/pull/13505 , so tentatively aiming at RHEL 8.3.

Verified with package:
cockpit-machines-219-1.el8.noarch

Steps:
1. Prepare a running fedora vm with x window system, enter the consoles page of the vm from cockpit webconsole.
2. Click Send Key, choose "Ctrl+Alt+Delete" , the vm can be reboot.
3. Make sure the Ctrl+Alt+Backspace has been enabled.(On fedora:System Settings-Hardware-Input Devices-Keyboard, check "Key sequence to kill the X server" is checked )
   Click Send Key, choose "Ctrl+Alt+Backspace", the x window system can be killed.
3. Click Send Key, choose "Ctrl+Alt+F1" to "Ctrl+Alt+F6",it will take you to corresponding terminals.
4. Click Send Key, choose "Ctrl+Alt+F7" to "Ctrl+Alt+F12", it's black by default.
   Enter one enabled terminal, execute:
   # /sbin/agetty -8 38400 tty7~12
   Then choose Ctrl+Alt+F12, it will take you to tty12 now.

So verified.
