Description of problem:

Earlier in https://bugzilla.redhat.com/show_bug.cgi?id=1162156 freeradius rlm_rest module binary was removed, because rlm_rest module was installed unexpectedly and not packaged as separate rpm.

In the same bz there was a patch proposed for Fedora to package the rlm_rest module as a separate rpm, with correct requires.

Fedora seems to currently ship separate freeradius-rest rpm (in f29 for example), so I'd like to ask to add the separate freeradius-rest rpm to el7 aswell with the rlm_rest module included.

Actual results:
freeradius rlm_rest module configuration files are shipped with the standard freeradius el7 rpm, but the actual rlm_rest module binary is missing because there's no freeradius-rest rpm in el7 currently.

Expected results:
freeradius-rest rpm with rlm_rest module binary is built and shipped.

Additional info:
rlm_rest module in freeradius is very useful to integrate radius with web services / REST APIs for authorization/authentication/accounting.

This is a good RFE, but will not be done in RHEL 7. If it is needed in RHEL 8, please open a support case and have them work through it with engineering.
