This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

This issue has been resolved in Satellite 6.5 with https://bugzilla.redhat.com/show_bug.cgi?id=1644354. IIUC this clone was originally intended as a backport to 6.4.z which did not occur. since 6.4 is now EOL, closing this one out as well.
