dynamic PV tests were disabled to land the rebase.  The commit to revert is https://github.com/openshift/origin/pull/22387/commits/1aeb125ca98121fad8e5cc35c85f07e5cd0f4a49

we are certain it is a privileged/non-privileged SELinux thing, but I suspect the first patch did not work because I did not have the bindata 
generated.
