This BZ is for backporting the PR https://github.com/ManageIQ/manageiq-v2v/pull/922 to hammer. This PR removes the flag that prevents the Conversion Hosts settings page from being exposed to users.

The PR should not be backported until we are ready to release the feature, which will be after we resolve the uncertainty around https://bugzilla.redhat.com/show_bug.cgi?id=1622728 and backport its necessary back end changes, and backport all the changes from https://bugzilla.redhat.com/show_bug.cgi?id=1693339.

This BZ's purpose is to free up BZ#1693339's changes to be backported to prevent conflicts, because those changes are not exposed to the user without PR#922.

If due to the resolution of BZ#1622728 we determine that UI adjustments need to be made before the feature can be released, those changes can become part of this BZ.

Verifying since I can see enabled conversion host in UI but it is not working though, we are investigating on that anyways.
