Description of problem:
I'm testing a Sierra WP7607 IoT module in a mangOH Red development kit and I see that when the board gets connected to USB, ModemManager doesn't detect the modem as QMI-capable because the 10 seconds timeout is too short.

How reproducible:
Always

Steps to Reproduce:
1.Unplug and plug the modem multiple times which will result in not detecting in qmi mode.

Actual results:
The modem will take up in pppd mode.

Expected results:
Always the modem should use qmi mode(raw-ip)

Additional info:
The timeout is increased from 10 to 20 and seems to be fixed.
