PyXB was retired in F30, causing dependency issues when doing F28->F30 system upgrade:

 Problem 3: package python3-PyXB-1.2.6-2.fc28.noarch requires python(abi) = 3.6, but none of the providers can be installed
  - python3-3.6.8-3.fc28.x86_64 does not belong to a distupgrade repository
  - problem with installed package python3-PyXB-1.2.6-2.fc28.noarch
