Description of problem:
Please rebuild metapackage with latest scl-utils to apply /opt/rh/<SCL>/root/usr/lib64 fix (BZ#1475718)

Version-Release number of selected component (if applicable):
httpd24-1.1-18.el7

Steps to Reproduce:
1. run scl-utils/Sanity/general-ownership

Actual results:
:: [ 15:40:02 ] :: [   FAIL   ] :: All files in /opt/rh/httpd24 owned by that collection 
:: [ 15:40:02 ] :: [   LOG    ] :: Files in the question:
:: [ 15:40:02 ] :: [   LOG    ] :: /opt/rh/httpd24/root/usr/lib64

Expected results:
test pass.

Additional info:
scl-utils/Sanity/general-ownership (https://bugzilla.redhat.com/show_bug.cgi?id=1567060) will be failing on aarch64 and ppc64le until metapackage is rebuild.
