500m in y axis

Description of problem:
Login cluster console, click "Monitoring -> Alerts", go to the always fired alert "Watchdog" detail page
wrong 500m number in the y axis of prometheus graph, maybe it should be 0.5

this maybe happens when then y axis in the range [0,2], but not sure
