Description of problem:

How reproducible:
every time at customer site

Steps to Reproduce:
1. make vm highly available
2. reboot the vm withing the guest or UI

Actual results:
not possible to start vm

Expected results:
vm will start

Additional info:
workaround described in https://access.redhat.com/solutions/3487841 works
looks like regression of https://bugzilla.redhat.com/show_bug.cgi?id=1516712
