I tried a scratch build for Mono 5.20 on rawhide. So we need another permission to do a bootstrap again? is there no other way without bootstrapping? I would want to avoid bootstrapping as much as possible, it is not a major version upgrade.
I have tried hard to work around a bootstrap, and have asked a question at https://github.com/mono/mono/issues/15643 if we really need to do bootstrap between minor releases.
