Cause: sphinx in 1.6.5 introduce the skip_warningiserror function and oslo.config use it but until now sphinx was in version 1.6.2 Consequence: We cannot build the networking-ovn packages in OSP13 after the latest import. The reason is that python-oslo-config in downstream version (5.2.1-1.el7ost) need sphinx in version 1.6.5 Fix: Update python-sphinx with the upstream version 1.6.5 Result: The networking-ovn packages can be build without issues

closing next release as sphinx is not released, so as long as this solved your issues for building it can be closed, if there is an issue yet, please let me know and re-open bug so we can get it resolved.
