but is not available from https://access.redhat.com/containers/

The Python 3.7 container is only available for Fedora as it has Python 3.7 packaged. For RHEL/CentOS-based containers we have to wait until Python 3.7 is available there in some form (RPMs, RHSCLs, ...).

We are not considering to add a container with Python 3.7 to Software Collections.

Do I understand it correctly that there will be a red hat image for python version 3.8 in the RedHat Image Catalog (https://catalog.redhat.com/software/containers/search)? And there is no plan for python 3.7?

I'm not sure where it will be shipped, but there are plans for an image with Python 3.8.

There are currently no plans to package Python 3.7 for RHEL.

I can just confirm, that once the image is available, it will be in https://catalog.redhat.com/software/containers/search where other containers are.
