Need to rebase on 1.9.2. Didn't file a bug for the added patches, main fix is [1]:

core: Use RawConfigParser

Python2's ConfigParser class did not use interpolation. It had
SafeConfigParser, which did, but we didn't use.

In python3, the default for ConfigParser uses BasicInterpolation by
default, which does interpolation.

This breaks when reading answer files that contain % in values, e.g. as
part of passwords.

Use RawConfigParser instead.
