If we're not going to run rhvm in el8, why do we need to build the provider for el8 ? 

I mean, obviously we need to build the driver, but why would we need the provider ? 

If that's not needed, then https://bugzilla.redhat.com/show_bug.cgi?id=1701528 is also not needed.

We don't need to run rhvm on el8 adjusting accordingly.

Verified with rhv-4.4.0

Moving back to modified since ovirt-provider-ovn version changed and el7 build has been dropped moving engine to el8 too.

Network team I've no time to handle all el7 bugs closure / creation of the el8 and errata handling, please handle.
I hoped to give an hand here but looks like I don't know how to work with your team.
