E/W traffic is centralized only when we are working with VLAN tenant network type. When we are working with Geneve tenant network type E/W traffic is going via compute node and even if the controllers are down E/W traffic will be pass. Even when DVR enabled E/W will be centralized for VLAN tenant network type. Vlan routing is centralized whether the deployment is DVR or not
