Description of problem:

Once the BZ https://bugzilla.redhat.com/show_bug.cgi?id=1561880 is handled properly and closed, we want the documentation to reflect that OSP13 supports creating VLAN tenant networks along with the below limitations

 - The East West traffic between 2 VLAN tenant networks (IPv4 and IPv6) will be centralized provided the Neutron router to which these networks are connected to, has an external gateway connected to it.
 
 - The controller (network) node which becomes master and provides the external connectivity to SNAT traffic acts as the central router even for East-West traffic

 - The East-West traffic will be broken if all the controller nodes are down.

E/W traffic is centralized only when we are working with VLAN tenant network type. When we are working with Geneve tenant network type E/W traffic is going via compute node and even if the controllers are down E/W traffic will be pass.

Even when DVR enabled E/W  will be centralized for VLAN tenant network type. Vlan  routing is centralized whether  the deployment is DVR or not
