Train+ RDO releases contains qpid-proton-0.30.0 which include the fixes. Older releases will not be upgraded as Severity is medium and upper-constraints also contains <= 0.27.0 https://github.com/openstack/requirements/blob/stable/stein/upper-constraints.txt#L369.
