The package fails to install due to several dependencies being missing:

  - nothing provides python3.7dist(rawkit) needed by rapid-photo-downloader-0.9.13-1.fc30.noarch
(try to add '--skip-broken' to skip uninstallable packages)

This looks to be same problem I reported in Bug 1707561.
