Description of problem:
Not able to save vmcore with kexec-tools Release 2.0.19-1 on aarch64 architecture.

I think these failures are a result of the RHEL-8.1 kexec-tools being rebased to latest makedumpfile release. While rebasing seems we left out the ARMv8.2 LVA (52-bit User-space changes) that were applied as RHEL only fix for RHEL-8.0
I have prepared a patch for adding this to RHEL-8.1 as a RHEL-only patch, till we have some conclusion on the upstream solution posted for the same.

I will post a patch for the same shortly.

With the fix I am able to obtain vmcore successfully on ampere-osprey and hpe-apollo machine successfully.
