I'm looking at my test runs more closely. I didn't have this issue on RHEL-7.7-20190423.n.1 or RHEL-7.7-20190429.n.0. Only on RHEL-7.7-20190424.0.

So RHEL-7.7-20190423.n.1 and RHEL-7.7-20190424.0 both contain selinux-policy-3.13.1-244.el7.noarch.
