Description of problem:
When creating a snapshot on VM that has managed block domain disk and the guest agent isn't installed on VM, it won't be possible to create a snapshot with memory.

On every VM that has disk other than managed block domain and doesn't have guest agent, there's an option to create a snapshot with memory.
The VM doesn't have to be with a guest agent in order that the snapshot with memory will succeed.

100%

Steps to Reproduce:
1. Create a VM with Manged Block Domain disk without guest agent and run the VM
2. Create a snapshot with memory

Actual results:
There isn't an option to create a snapshot with memory

Expected results:
There's an option to create a snapshot with memory on VM without a guest agent and with MBD disk.
