Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Changing resolution during recording will make video quite broken.

gnome-shell-3.28.3-10.el8.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Start recording. 'Ctrl' + 'Alt' + 'Shift' + 'R'
2. Change resolution.
3. Stop recording.
4. Open the video.

Actual results:
Broken video.

Expected results:
Video can be seen normally.

Additional info:
I am not sure if this is expected usage. Please close or escalate on your judgement.

A video file cannot be resized mid-file, so the sane thing gnome-shell can do is simply abort any screen cast if there is any change in resolution.

Unable to reproduce with gnome-shell-3.32.2-25.el8.x86_64 gnome-settings-daemon-3.32.0-12.el8.x86_64. Switching to verified.
