Description of problem:

uninitialized constant ForemanOpenscap::VERSION while creating new scap policy

How reproducible: always


Steps to Reproduce:
1. Navigate to Host -> Policies
2. Click on New Policy

Actual results:

Error on UI as uninitialized constant ForemanOpenscap::VERSION and production.log throws 500 ISE.


Expected results:
Able to create new policy.
