Description of problem: The prefetching process (via glance-cache-manage) currently requires glance-registry which we don't deploy as part of RH-OSP and is candidate for removal upstream. The RFE aims to remove this dependency so that we can prefetch images without the need to deploy glance-registry. Targeted use case: DCN with or without persistent storage at the edge.
