Description of problem:
When booting my system sometime (not always) there is this error:
setup.error: ../../grub-core/disk/loopback.c:165:can't open device.

When the error appears no boot menu is shown. When it does not appear I see the normal grub menu.

Steps to Reproduce:

Actual results:
Sometimes this error appears instead of the boot menu.

Expected results:
There should be never this error but always the boot menu.

Additional info:
I am using Fedora 30 Silverblue.
