Description of problem:
As of today we do not have any section which describes what & why heketi and all its operations in the ocs guides.

We need to have this section present in our guides. Basically we need to have the section from [1] to the ocs guides.

Make sure the note does also mention that arbiter volumes (besides replica 3) are supported.

I have updated the operation Guide with architecture and introduction part of 5.2 Admin guide
