Subject says it all, kdm is pretty broken on fedora 30. Hoping a rebuild against non-buggy compiler/devchain fixes it (like many other kde4 components)

Hmmm, fc30 has no kde-workspace rpm in the distro. (neither does fc29) Do you mean kde-workspace-common or libkworkspace maybe?
I concede it can be confusing. bugzilla/bodhi (and most fedora packaging tools) track packages by their source rpm, which in this case is named kde-workspace. As you noticed, it does not produce any binary package named kde-workspace (not since kde4 desktop was dropped in favor of plasma5 in fedora many releases ago)
In this specific case, to test the fix: dnf --enablerepo=updates-testing update kdm
