Description of problem:
When updating bundles, if the tag "latest" is used, nothing is updated and the associated *_init_bundle must be deleted or renamed in order to update the container images.

How reproducible:
Always

Steps to Reproduce:
1. Use "latest" tag instead of "13.0-74"

Actual results:
Failure to update containers

Expected results:
Latest tag should be honored
