In case of a botched update of the system packages, one may want, as
part of the recovery procedure, to see which packages might have caused
that.  Sadly, "dnf history" read-only(!) commands do not work when
/var/log/dnf.log cannot be opened for writing.  That's an unexpected
and, given the circumstances, undesirable behaviour -- there's hardly
any justification for this circumstance to be fatal.

Observed with dnf-4.2.6-1.fc31.noarch.

DNF currently logs all actions and that's why logging is required.
I'm putting this bug in our long-term backlog, because this change will
require major redesign and probably also reconsidering what's being logged at all.

This message is a reminder that Fedora 31 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 31 on 2020-11-24.

This affects any dnf invocation. Not only "dnf history", e.g. "dnf --help" also errors.

I tested how DNF5 behaves on Fedora 43: "dnf5 --help" works. But "dnf5 history list" or "dnf5 list --installed" also fail with an error about opening /var/log/dnf5.
