Nothing has changed in Fedora 31 Beta
There is the stable version 0.40 https://github.com/webpy/webpy/commit/fa27cc510e39af9c32e015c8daf51023a6e80007 I make a package and this version works fine, but it requires python-cheroot, which is available only in Fedora 31. So I make a python-cheroot package for F30 and everything works fine.
This issue has been fixed in web.py-0.40.
