Description of problem:

Failed to synchronize cache for repo

How reproducible:

Intermitent, sometimes always

Steps to Reproduce:
1. sudo dnf update or
2. sudo dnf --enablerepo=updates-testing 
3.

work's as expect

Additional info:

I remove failothermethod from fedora-modular then I get:
