Description of problem:

Octavia Controller Replacement CI job [1] in OSP13 is failing with "Permission denied: '/var/log/nova/nova-manage.log'" error - as seen in run #13 [2].

This issue is related to bug [3].

How reproducible: 100%


Steps to Reproduce:
1. Run Octavia Controller Replacement CI job.

Actual results:
The CI job fails.

Expected results:
The CI job passes successfully.
