Description of problem:

We would like to be able to secondary 'undercloud' host that can be used to add additional capacity or services for the undercloud. 

1) There should be an additional cli command to install an "undercloud minion"
2) There should be an additional cli command to upgrade an "undercloud minion"
3) The installation should be configuration file driven
4) The minion should be able to have various services and networking information configurable so the end user can scale only a specific set of services.

I'm going to assist with the distributing Ironic Conductor. There is an Edge DCN case for it, where we want it placed at the edge for better scale and no L2 requirement when provisioning computes at the edge sites.

To clarify, I meant placing Ironic conductor at the central site running those additional UC minions. And there is only a vague option to extend the scope for the Edge DCN as well, if the scope allows that...

ironic-conductor would be handled under Bug 1710093. This is the framework itself
