Description of problem:

Europe/Helsinki timezone is not available in RHV causing inconvenience for installations in Finland.

Expected results:

Europe/Helsinki timezone be included.

Verified with:
- ovirt-engine-4.4.4.1-0.1.el8ev.noarch
- libvirt-6.6.0-7.module+el8.3.0+8424+5ea525c5.x86_64
- vdsm-4.40.37-1.el8ev.x86_64

Verification steps:
1. Create a Linux VM (EL8.2) from a sealed template and run it with FLE as TZ (cloud-init)
2. Create a Windows VM (win10) from a sealed template and run it with FLE as TZ (sysprep)

Result:
- Linux VM configured with 'Europe/Helsinki'
- Windows VM configured with '(UTC+02:00) Helsinki, Kyiv, Riga, Sofia, Tallinn, Vilnius'
