EPEL 7 should also get borgbackup 1.1.10.

I propose waiting for Fedora test results (see bug 1669083) and adding the spec file cleanups before updating the code in EPEL.

Unfortunately this bug fell through the cracks while I had other stuff to do. Anyway update is on the way.
