Description of problem:
Even if CloudForms receives events as below, targeted refresh are not triggered

Version-Release number of selected component (if applicable):
5.9.4.7

How reproducible:
Everytime at Cu environment

Steps to Reproduce:
1. Add RHOS10 provider
2. enable ceilometer events
3. change something on OpenStack side, e.g. create image or associate floating IP

Actual results:
OpenStack provider doesn't run a targeted refresh

Expected results:
a targeted refresh should be immediately triggered

I have requested Cu to update their appliances to 5.9.9
I'm yet to hear back from them as to how it went.
In case issue persists after update, I'll get the debug logs for this BZ

Closing this ticket as the issue reported in fixed / working in 5.10, there are no plans for another 5.9.z build. I will open a new ticket for the new issue found as described in comment #34
