Description of problem:
We have several reports from users that their instances do not show on the Dashboard under the: https://overcloud-public-endpoint/dashboard/project/instances/ where we see only one instance

While, from the API we can see 20~ instances
$ openstack server list --project project

If we try to show one of the servers stuck in BUILD, we get this error message:
$ nova show 821649a5-e435-44d5-a82d-1f37d392697a
ERROR (CommandError): No server with a name or ID of '821649a5-e435-44d5-a82d-1f37d392697a' exists.
