Post-rebase we enabled the HPA autoscaler test.

1. It's flaking fairly frequently (1/10)
2. It takes a long time to complete

We need some coverage of HPA so we don't regress, so the test needs to be checked for flakes, identify whether this is a bug in HPA or just the test (or prometheus adapter) and then triaged for severity.

Also, we need to enable a custom metrics HPA e2e test that is reasonably fast.  They are all currently skipped which means we have no coverage of the signature feature for HPA with prometheus.
