There is no python in osp15, only python3. Lesik, can you please try again with python3-collectd-gnocchi?
It has been removed from kolla already with the move to python3. Lesik, could you please check, if python3-collectd-gnocchi is included in the collectd container?
This should be included in openstack-collectd-container-15.0-36, the code was merged a before.
