According to our records, this should be resolved by python-ovsdbapp-0.12.3-2.el7ost.  This build is available now.

fix verified on [root@controller-0 ~]# docker exec -it neutron_api /bin/bash
()[neutron@controller-0 /]$ rpm -qa | grep ovsdbapp
