Description of problem:
The consistent time attributes feature aka ctime feature is part of 3.5 release and hence needs feature documentation to be added.

I have drafted the feature documentation here [1]

Hi, 

I have added the Ctime feature to chapter 11 of the Admin guide as 11.17. Consistent time attributes across Replica
