+++ This bug was initially created as a clone of Bug #1715891 +++

Locale subsetting is now possible using the glibc-langpack-* packages.  Therefore, the filtering and copying in glibc-all-langpacks is redundant.

We have spoken with the i18n and the Anaconda teams and decided that this change could be too disruptive for RHEL 8.0. Therefore we have decided to defer this to a subsequent major RHEL release.
