This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
why /usr/lib/systemd/system/sssd.service  [Service] don't configure "Restart=on-failure" just like /usr/lib/systemd/system/sshd.service。

when sssd service close,Need to manually start the sssd service

As it have been discussed internally in the maintainers team, this is not going to be addressed in RHEL7, but rather in RHEL8.
Patch partially made it into RHEL8.2 and is tracked further in bz 1796466.
