Replacing DBUS_SEND_PATH-NOTFOUND with /usr/bin/dbus-send manually makes KDE Telepathy work again.
Yikes, excellent detective work! I'll get to work to fix fedora's packaging appropriately, and poke upstream to make lack-of/mis-detection of dbus-send a fatal error at buildtime (instead of a silent failure).
