glibc currently provides /etc/nsswitch.conf, but the file does not really belong there because it's being automatically patched by the distribution all over the place, similar to /etc/group and other NSS-related files under /etc.

In addition, Fedora ships packages such as autofs and sudo which parse /etc/nsswitch.conf directly and add support for things not in the NSS database.

I think the setup package would be a more natural location for this file.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.

It could also potentially move to authselect. Maybe the setup package would be better, though. Not sure.

We planned to own nsswitch.conf at some point but no steps were done in this direction so far as we were waiting for authselect to become stable and well adopted. But I think it make more sense to include it in setup package.

Ownership will be taken by authselect instead.
