Overcloud Horizon doesn't load downstream theme.

How reproducible:
100%

Steps to Reproduce:
1. Deploy overcloud
2. Load horizon URL

Actual results:
Downstream theme is missing.

Expected results:
Downstream RHOSP Horizon is loaded.
