The ironic_pxe_http container needs to have a healthcheck added.

Its actually the ironic_neutron_agent that needs a healthcheck (we have a separate bug to finish ironic_pxe_http healthcheck).

Support for these patches is in latest passed_phase1 compose - RHOS_TRUNK-16.0-RHEL-8-20200113.n.0.

Also verified that https://review.opendev.org/#/c/698580/ is available in this compose.

Healthcheck is configured in /var/log/extra/containers/containers/ironic_neutron_agent/container_info.log
